Test Management in regulated environments — proof of competence

Dr. Paul Dragoș, who manages Consultanță Tehnică, holds the role of Senior Testmanager at DB Energie GmbH (Frankfurt am Main) — the Deutsche Bahn AG subsidiary that operates Germany's 16.7 Hz railway traction grid — under the IT coordination of DB Systel GmbH. The engagement covers the MaZuMo (Markt Zugangs Modell) umbrella programme, on two sub-projects:

  • B.6 MaBiS (Marktregeln für die Bilanzkreisabrechnung Strom) — 01.01.2025 – 31.12.2025. A formal Empfehlungsschreiben (recommendation letter) was issued by DB Systel GmbH, signed by Adrian Upmeier, Teilprojektleiter MaBiS, on 13.03.2026.
  • MaKo (Technische Marktkommunikation) — 01.09.2024 – 30.06.2026 (ongoing). The Test Management templates developed for MaBiS were adopted as good practice for MaKo.

Both sub-projects operate under the supervision of the Bundesnetzagentur (BNetzA) — the German federal regulator for energy and telecommunications. This is the functional equivalent of Romania's ANRE (energy) and ANCOM (electronic communications), which positions this expertise as directly transferable to the Romanian regulated public sector.
